The project will run through three main phases. During them we will plan, construct and start one platform and 2 different services. This section describes the basic of the project, not the particular technology involved.
The complete platform will host more than 20 services - but all these services are not addressed in this project.
Phase one - the platform
During this phase a number of critical desicions will be made to construct a platform that is secure and modular. Currently we are in this phase, and are working on an open database, with added functionality. This means:
- database implementation
- administrative interface
- Security considerations
- Modular approach
This phase will lead to a basic platform. However this platform will not be enough for the final services, merely a base for further enhancement in accordance with the different needs of the services.
Phase two - the first service - transportation
Every school has a number of pupils/students that need transportation to reach the school. Different municipalitites use different means to achieve that. In a city region it can be as simple as supplying the student with a bus pass, in rural areas this might mean special school bus tours picking up students on special spots.
But all municipalities have som formalities to handle:
- the application
- the administration of the application
- the decision
- the information to the student
- the information to the bus or taxi companies
The first service will address all these issues. This means that we need to gather and store information about:
This information is, with some exception, the same as the information used in other services. Thus we have a first step in creating a universal platform.
Phase three - the second service - incidents
The second service of the project is directed towards handling disorder and deviation.
Handling disorder in this context means that students, teachers and parents should be able to provide reports on situations that are deviating from the desirable. The system receives the report and all actions taken are logged.
A student submits a report via his mobile phone that he feels discriminated. The report goes directly to a responsible person, e g the principal, who takes action. Measures taken can e g be discussion with parents, talks with the class teacher, to engage the health team etc.
All these actions are logged into the system. The person entering an action, is also the person who can see the action in the log. Certain trusted staff can see all the steps taken. The headmaster determines what person/s is/are trusted to see alla actions taken.
The swedish schools have a fairly extensive documentation obligation and reporting obligation to the National Agency. Many schools are finding it difficult to fulfill this obligation, because there is a no model for a systematic data collection.
